Brooklyn Nicholson eb15784002 fix(tui): local sessions start in the launch dir, not terminal.cwd (#84015) ...

The launcher passes the launch (or --worktree) dir as HERMES_TUI_CWD, which the
TUI sends on session.create, so an absolute terminal.cwd no longer overrides it
for the local backend. Remote backends keep terminal.cwd.
