liuhao1024 206467136a fix(tools): expand legacy "hermes" toolset alias to prevent silent tool loss 
When platform_toolsets contains the legacy composite name "hermes"
(from older Hermes versions), _get_platform_tools() now expands it to
["hermes-cli", "hermes-api-server"] before resolution.  Without this,
resolve_toolset("hermes") returns [] and all tools silently disappear
from CLI/TUI/Desktop sessions.  The WebUI already handles this via its
own _normalize_cli_toolsets(); this brings the other surfaces in line.
