Brooklyn Nicholson bb9a9fab6a fix(tools): correct legacy-alias comment in _get_platform_tools ...

Follow-up to #131906. The comment justifying the legacy 'hermes'
toolset-alias expansion cited a WebUI _normalize_cli_toolsets() that
does not exist anywhere in the repo or its history (the name appears
only in this comment). State the real reason instead: configs
persisted by older Hermes versions/clients carry the legacy composite
name, and without expansion resolve_toolset('hermes') returns [], so
all tools silently disappear.

Comment-only change; no behavior change.
