KeyArgo d6beebcc57 fix(cli): register tools.tool_search.defer in DEFAULT_CONFIG ...

ToolSearchConfig.from_raw reads tools.tool_search.defer at runtime, but the
key had no entry in DEFAULT_CONFIG, so 'hermes config set tools.tool_search.defer'
printed a 'not a recognized config key' warning even though the value IS read
(tool array drops 26->15 after such a set). Registering the key fixes the
warning, enables value coercion, and makes the key visible to config get /
migration / did-you-mean. Default None preserves the curated deferral set.
