#69228 (2026-07-22) made HERMES_CODEX_TTFB_MAX_SECONDS opt-in a month before
#91635, with the identical one-line change that landed via #115291
(b1968795b2). The salvage sweep searched by issue number only and missed it;
this records the authorship the merge should have carried.
