* fix(tools): inline agent tools get the shared argument coercion

Inline agent tools (todo_list, clarify, memory, session_search, and the
rest of INLINE_TOOL_EXECUTORS) never went through handle_function_call.
They did not get coerce_tool_args, so a JSON-encoded string for an array
parameter failed unless the tool parsed it by hand.

Every entry of INLINE_TOOL_EXECUTORS now runs coerce_tool_args first.
The sequential path and the concurrent invoke_tool path both read that
table, so one wrapper covers both.

todo_tool no longer parses a JSON string by hand. The todo_list schema
declares todos as an array, so coercion covers it. The existing test now
calls the dispatch table, not todo_tool directly.
