fast_search_entitled() repeated managed_nous_tools_enabled()'s body line for
line — the lazy import, the force_fresh ternary and the try/except — and carried
a force_fresh parameter no caller ever passed.

Extract the read into _account_info() and make both gates one-liners on top of
it. Behaviour is unchanged: both still fail closed when the read itself raises.
