Teknium b5a5b9b086 ci(update): route the inline-source parser and retire the landed siblings' allowance ...

Two ratchets this suite arms for its own siblings fired once they landed:

- the Windows pause (#132338) now imports gateway/status_inline_source.py
  to recognise inline-bootstrapped gateways, so a change there starts the
  e2e_upgrade suite like gateway/status.py (only two importers: not a hub)
- the marker-corpus consumers #132345 and #132354 ship are on main, so
  _LANDS_IN_SIBLING_PR empties as its comment asks
