Teknium 7d084f1352 fix(update): the launch-time completion tail runs in Windows checkout custody (review N10, R6b)
What: venv_sync._finish_source_update starts the tail child through update_custody.run(inherit_lock=True):
POSIX keeps the lock fd; Windows creates it suspended and binds it to the lock owner's kill-on-close
job before it runs. A refused bind never runs the child; the launch fails as a failed tail does.
Why: a raw subprocess.call left the child outside any job on Windows, so killing the launching
backend freed the checkout lock while the tail kept building under a second updater.
Red/green: refused custody -> pre-fix 'DID NOT RAISE' (child ran); fixed -> passed. Native Windows cell added.
