ethernet 25a096f317 fix(release): treat any missing stable baseline as no upgrade arm ...

A release that skipped bundles never writes the stable baseline pointer,
so its absence is normal at any point, not only before the first bundle
release. Drop the final-tag scan. A 404 on the default pointer now always
plans no upgrade arm. A supplied baseline-manifest that does not exist
still blocks, because that is a bad input.
