teknium1 91279b01f3 fix(tool_search): cover the dispatcher's local-entry guard directly; reuse _core_tool_names ...

Review follow-up: tool_call reaches dispatch_connector_batch only when every entry is
connectors__-prefixed (resolve_underlying_call partitions first), so the guard's
re-worded local_batch_error had no test — swapping dispatch.py back to origin/main kept
41 tests green. Added one direct call with a local entry asserting the echoed retry
shape and zero dispatches (red on main's dispatch.py, green here).

not_deferrable_error duplicated tools/tool_search.py::_core_tool_names (same lazy
import of toolsets._HERMES_CORE_TOOLS); import the helper instead.
