NFKD tokenised the detached accent, so 'Café Résumé' became 'cafe-re-sume'
and Hangul decomposed to jamo ('한글' -> six tokens); the flat 64-char
slice could also split a u<hex> token into a different code point
('小助手' x7 -> '...-u52a'). Fold each letter through NFKD + combining-mark
strip only when that yields ASCII, emit tokens from NFC code points
otherwise, and cut an over-long id at the last token boundary without a
trailing '-'. 7-bit ASCII ids up to the cap are unchanged.
Group workspace / pane ids share the derivation so two fully-CJK group
names no longer collide on the empty ASCII slug; ASCII group ids are
byte-identical.
