John Paul Soliva 79af3f6cea fix(gateway): a thread's own channel skill binding wins over its parent's in any config order

resolve_channel_skills matched the channel id and the parent id in one pass
over the bindings, so the first listed entry won. With the parent's entry
listed first, a Discord thread with its own binding started its session on
the parent's skill. Look the exact id up first, then the parent id, as the
docstring and resolve_channel_prompt already do.
