liuhao1024 d79de94195 fix(voice): fall back to blocking reads when read_available never advances
Windows DirectSound devices report read_available == 0 forever even while
audio flows, so the #117096 poll guard spins without ever calling read() and
the wake word never fires with zero diagnostics. After _READ_STALL_FALLBACK_
SECONDS of starvation the capture now warns once, marks the stream's counter
unreliable, and reads blocking — frames keep arriving on such devices. A
blocking read that truly wedges is released by _halt_thread aborting the
capture once the join times out, preserving the #117096 halt guarantee.

Fixes #118552

No live audio or network: the sounddevice import is faked, engines are stubbed,

process-wide singleton lifecycle.
