Austin Pickett 85d2e49aac test(model-catalog): pin inclusionai/ling-3.0-flash:free in both picker sources

RED on base: the curated fallback list and the published manifest both omit
the model, so the Desktop picker never offers it even though the CLI accepts
it as model.default (#73686).
