teknium1 a4420be2de fix: skip the extras lookup when nothing configured is missing; pin probe encoding ...

The update build called declared_extras() on every run, which reads
pyproject.toml even when no configured feature lacks its SDK (and product
build fixtures have none). The doctor web-surface probe decodes with UTF-8
like every other text-mode subprocess call.
