Rebase over the capability-model merge dropped two behaviors the tests pin: (1) unload_all must still unregister every _plugin_platform_names entry from the global platform registry (pre-ledger state has no handles); (2) list_plugin_sources() must see profile-scoped registrations — scoped entries are plugin-registered by definition.
