rc.11-v0.21.7 passed every build, smoke, staging and acceptance job, then
'All artifact publication succeeded' refused it: publish-bundles=skipped.
The signed-package upgrade arms (macos-packaged-arm64/x64, windows-packaged)
skip when there is no published bundle baseline, which is the case for the
first bundled release. They are needs of acceptance, which runs under
always() and correctly accepts those skips. publish-bundles had no status
function, so GitHub skipped it because an ancestor skipped, and publication
then refused the skip.
publish-bundles now runs under !cancelled() when acceptance and the candidate
manifest both succeeded. A graph test pins that every job downstream of an
upgrade arm carries a status function; it fails on main.
