Follow-up to the salvaged #115450: `Path.read_text()` without `encoding=`
decodes with the locale codec (cp1252 on the very Windows/git-bash hosts
this flag exists for), so a UTF-8 brief would crash or store mojibake —
`scripts/check-windows-footguns.py` flags it. Tests trimmed to two
invariants that drive `hermes kanban create` through the production parser
into `_cmd_create` (body verbatim + trailing flags intact + conflict
refused; stdin via `-`).
