Teknium 5e46b9591f fix(update): say when the syntax preflight is skipped on a slow object fetch; sort gateway_pause_failed ...

The timed-out cat-file read is caught in target_syntax_error (the preflight) instead of
read_target_files, so the preflight prints one line saying the post-update check still runs;
publish_recovery_closure keeps suppressing the timeout as before.
