kshitijk4poor 8fc2de8906 test(delegation): read the owner's git state from a throwaway repo 
The recovery-hint test used the hermes checkout as the owner cwd. CI's
actions/checkout writes a repo-local includeIf credential include, and
noninteractive_repo_git_env now refuses any includeIf, so the hint was
(correctly) withheld and the test read a missing key.
