kshitijk4poor 157c3c1d0b refactor(git): drop dead fallbacks in noninteractive_repo_git_env ...

bounded_probe_run returns a CompletedProcess from communicate() with
text=True, so stdout is always a str once proc is not None; the
`or ""` guard could never fire. GIT_CONFIG_COUNT is always written by
noninteractive_git_env (it pops any caller value and sets
str(len(overrides))), so the defensive `.get(..., "0") or 0` parse
only hid that invariant.
