Every model row leads with a star: outline when it isn't a favorite,
filled when it is. Clicking it (or shift-clicking the row, or Shift+Enter
from the search field) toggles the favorite in place without selecting
the model or closing the menu. Favorites paint in their own section at
the top, which only appears once something is starred.
The star replaces the Pin item in the row's options submenu, so that
submenu is back to its capability controls. Pinned vocabulary becomes
favorites throughout (store, storage key, copy in every locale). The
keyboard highlight is now held by row key, so it follows a starred row
to its new slot.
The per-row star toggle comes from #112123; the star-at-top Favorites
design from the model-favorites desktop plugin (#129520).
