Review follow-up: the early-bail also skipped the one-shot stale-dependency
sync, so a supervised child on an out-of-date tree booted in place (or
crash-looped under Restart=always) instead of syncing and relaunching.
Gate only the pending-tail half, and parse the markers with the repo's
truthy set so 0/false do not suppress anything.
