kshitijk4poor 9d093008b4 refactor(cron): count skipped runs in cron_status, not behind a report flag ...

Gate r4 quality: _store_unwritable_report(count_skipped) took a boolean whose two
callers each picked a caller-specific step. The report now only probes the
store, and cron_status (the one caller that prints the skipped count) sums the
overdue jobs inside its existing `if (store_report := ...)` block. `cron list`
still does a single list_jobs pass.
