Code-health ratchet: the store-unwritable fix grew cron/jobs.py (3505 > 3495) and
cron/scheduler.py (4464 > 4457), both already over the 2000-line target. Pure moves, bodies
unchanged: _log_tick_yield_once (+ its rate-limit state; sole caller is the tick) into
scheduler_tick.py, and the catch-up occurrence counter pair into occurrences.py. Importers
(cron_health metrics, the stale-edit test) updated; no re-exports left behind.
