kshitijk4poor 370b3a91c8 fix(tui_gateway): type cron last_delivery_unverified as a list of targets ...

The scheduler persists last_delivery_unverified as a list of unconfirmed
platform:chat_id[:thread_id] targets and cron.manage passes it through, but
CronJobRow typed it bool | None, so contract validation rejected any job
with an unconfirmed delivery. Regenerate the TS/OpenRPC contract.
