teknium1 66c9e980f8 fix(kanban): pin the CLI wording for a re-kinded dependency block 
The `_cmd_block` hunk ("Blocked <id> as needs_input (no open parent to wait
on)") had no test: restoring main's hermes_cli/kanban.py left the PR's tests
green. The terminal-parents invariant now drives the block through `_cmd_block
--kind dependency` and asserts the CLI line, so the surface is covered without
a fourth test function (red with main's kanban.py, green on the branch).
