teknium1 7e437bba91 fix(kanban): keep the protocol-violation preamble short so the worker's last output survives ...

The previous commit lengthened _PROTOCOL_VIOLATION_ERROR (+97 chars) to name
kanban_request_review as a terminal call. _record_task_failure caps the stored
error at 500 chars and the worker's own last output (up to 400 chars) is
appended after the preamble, so the longer wording truncated away the tail the
board and the retry worker actually need — CI red on
test_dead_worker_reap_reads_the_log_of_the_dispatching_board and
test_dead_worker_reap_surfaces_the_workers_own_last_output.

Rephrase the message to base length (301 vs 277 chars) while still naming all
three terminal calls, and leave a comment on the budget so the next wording
change does not repeat this.
