has_active_processes() matched the collapsed container key (task_id) instead
of the raw spawning owner (owner_task_id), so a delegate child's own background
work was invisible to it even after the sibling query paths (list, snapshot,
kill_all, completion-wait) were fixed on main by 529d683d6a: the container key
is shared across turns and delegate children.
Also stamp wsl[.exe]-launched spawns with a durable wsl_chain marker
(checkpoint-persisted) and surface a wsl -e ps pointer in list entries: the
recorded host PID is the short-lived launcher, never the Linux-side workers.
