Code-health ratchet: agent/auxiliary_client.py was 8421 > its 8407-line cap on main (+14) after this
stack added the key-rotation helper. Pure move of the existing function into a topical sibling;
the body is unchanged and it late-imports the facade's runtime-main state, so it still reads the
live legacy mirrors at call time. The only caller (client_lifecycle) now imports from the sibling.
