Sharing the Portal read between the two gates collapsed a deliberate branch:

    get_nous_portal_account_info(force_fresh=True) if force_fresh
    else get_nous_portal_account_info()

into a single always-keyword call. Several callers stub the reader with a
zero-argument lambda - tests/tools/test_managed_media_gateways.py:54 among them -
so passing force_fresh=False raises TypeError, which this helper's own
except Exception then swallows into None. managed_nous_tools_enabled() silently
became False and the managed media gateways stopped resolving.

Caught by CI, not by the local sweep: the failing tests live in
tests/tools/test_managed_media_gateways.py, outside the web suites that were run.

Restore the branch and say why it is load-bearing, so the next cleanup pass does
not collapse it again. Verified: that file goes 3 failed -> 5 passed, and 469 pass
across the 17 files that stub this reader.
