ethernet 4ed093cb6b test(pm): copy the activation library into the real-setup activation fixture ...

`activate` now sources scripts/_activation.sh, and this fixture assembles its
own checkout from a fixed file list that did not include it, so `activate`
reported "setup failed" before running setup.
