tests/tools/test_skill_create_occupied_directory.py re-declared a byte-identical
copy of test_skill_manager_tool.py's _skill_dir context manager and its own
VALID_CONTENT. The mirror test file for tools/skill_manager_tool.py already has
both; move the two tests into TestCreateSkill there and delete the duplicate.
