kshitijk4poor 847acaf1fb fix(install): never prompt for sudo under --non-interactive ...

The libatomic sudo warm-up checked only for a terminal, so
--non-interactive, -NonInteractive and --skip-setup still reached
`sudo -v </dev/tty` inside an SSH session or any PTY-allocating runner.
Gate it on NON_INTERACTIVE like setup and gateway. Reported by
@JoaoMarcos44 on #132664.
