Review round 2: the open-sign-in lookup matched the app only, so a
Gmail sign-in left open in one profile disabled Add another account and
Reconnect for Gmail in every other profile, and the stop-waiting path
could act on the other profile's operation. The lookup now matches the
profile scope the operation was started in.
