mnajafian-nv 43fda4b388 fix(compression): report committed effects without leaking metric state 
Finalize effect counts from the transcript that crosses the commit boundary, including retained partial-compression tails and boundary anchors. Explicitly discard bypassed shared-metric state so a later refusal cannot consume stale attempt metadata.
