window.hermes.send() from a ::preview frame silently sliced prompts to 500
chars and silently dropped a second intent within the 1s throttle, so a
widget sending a JSON payload reported success while the agent got garbage
or nothing.
The parent now rejects over-length and throttled intents explicitly and
posts an ack back to the frame; send() returns a Promise of
{ ok: true } or { ok: false, error: too_long | throttled | invalid |
undelivered } (with maxLength / retryAfterMs). The cap and throttle stay;
nothing is truncated. The gate is a pure evaluateIntent() under test.
Covers the truncation, throttle, and delivery-ack findings of #118973; the
side-preview-pane bridge (finding 1) is untouched.
