#133567 taught git_pack_tidy to delete tmp_* transfer files, but gitlock.clear_stale_tmp_packs already does that a few lines earlier in the same update step (since Sep 6), with a stricter guard: it skips while any git process runs. Remove the copy, keep the shared _unlink helper, and correct the docs line about when the files go away.
