Gate quality finding (Low): the trailing-words test only checked the goal
text and a conditional hint, so mapping `continue` (or `pause ...`) to
_status would still pass. Each param now names the expected status
(resume/continue on a paused goal -> active, pause -> paused,
status -> active) and every case carries trailing words, so the
ignored-words hint is asserted unconditionally with the exact text.
