Austin Pickett 389849347a fix(tui_gateway): re-hydrate an unstamped record after a foreign compaction ...

The no-row-id fallback only recognised strict-prefix appends, so a compaction
by another surface (store shorter, summary row the view never saw) kept the
stale pre-compaction history and sent it to the model. Detect an unseen
_compressed_summary row and re-hydrate from the DB like the stamped path.
