Windows pid_is_alive treated every OpenProcess failure as dead, including
ERROR_ACCESS_DENIED for an elevated / other-user updater, while Python's
_early_recovery._pid_is_running calls it alive (racing an elevated updater is
worse than postponing). The decision is now the pure
liveness_from_open_error(GetLastError()): access denied = alive, any other
failure = dead. The creation-time probe still returns None for such a pid, so
the combined verdict equals _identity_live: live only within the v1 age
ceiling of started_at.
The new oversized-numeric corpus cases already pass in Rust (u32/u64 parse
failure = malformed, saturating age, +inf ct never matches); unit tests now pin
the started_at = u64::MAX age (0, no overflow) and the +inf ct explicitly.
