ethernet 26fdfd0def test(tui): wait for orphan interrupt acknowledgement

Start the child-turn settlement budget only after the compute host confirms that it applied the real interrupt. This removes Windows pipe and scheduling latency from the settlement assertion while preserving a bounded deadlock guard.
