ethernet 23aa9cf445 fix(release): read attempt claims from the remote, not local tags ...

A local-only rc.* tag (a hand-made ref or a claim that never pushed) counted
as an outstanding attempt, so release refused and abandon reported 'no
outstanding attempt'. The remote is the only authority on claims now.
