Teknium af4f663ab8 fix(skills): built-in restore stays in the skills tree, marks the skill active, and names a hub install that shadows it
Review fixes on ensure_bundled_skill:
- The copy now goes through the hub's destination guard
  (skills_hub_install._resolve_lock_install_path). Before this, a symlinked
category dir sent `hermes skills install pdf --yes` outside the profile's
skills tree and still exited 0.
- A restore of a curator-pruned built-in now sets the usage state to active,
as skill_usage._relocate does for restore_skill. Before, the record stayed
  `archived`.
- If a hub install holds the built-in's name (the computer-use case),
install no longer says "the built-in is already available". It says a hub
skill shadows the built-in, gives the uninstall-then-install steps, and
leaves the user's hub install untouched. It exits 1 so the Desktop shows
the reason, and it records no install event.
- tui_gateway skills.manage install: folds the built-in no-op into
`installed`, keeping methods_tools.py at its line cap on main.
