Teknium 8f05f890c5 ci(remote-backends): debian 13 for the test sshd, container setup as a mounted script ...

Review nits from #136602: the sshd and docker-backend image moves to the
current stable debian:13-slim (digest-pinned index), and the inline bash -c
setup becomes scripts/ci/test_sshd_container_setup.sh, mounted read-only and
run in the container. The new script joins the remote_backends path gate.
