Teknium c538ec5f40 test(agent): release the lease-test lock on a refusal signal, not a timer

Greptile P2 on #134577: time.sleep(0.5) could release the lock before the renewal ever hit it, passing without exercising a delayed renewal. Signal from the store's retry sleep (only reached after a real lock refusal) and assert the row was renewed.
