Gate finding C12 r3 #8 (efficiency): on an unwritable store `cron list`
read every job twice — once to count the due runs that had not fired, once
to list them — and its one-line banner never shows that count. Add a
count_skipped flag to _store_unwritable_report; `cron list` passes False,
`cron status` keeps the count. Probe: list_jobs calls in cron_list on an
unwritable store go from 2 to 1, and the banner still prints.
