teknium1 8161ba6f2a test(bot-relay): fake the deliver child's runner whichever seam this tree has

The restamp test faked subprocess.run only; once the relay books turns from
their report through quiet_single_query.run_reported_turn (#114980, #116968)
that seam is no longer read and the test spawns a real `hermes chat -Q` child.
Fake both (run_reported_turn with raising=False) so the test is transport-
agnostic in either merge order.
