Teknium 630b1bce80 fix(update): a conflicted autostash is owed to the user, never a plain success ...

Contract C3 keeps post-commit step failures at exit 0, but the parked stash is not a
step anything retries: the receipt records a user_action, finalizes partial and
hermes update exits 1 (#122557). The Desktop handoff reports an owed app rebuild as
an action ("could not be rebuilt ... hermes desktop --force-build"), and the pm e2e
follows A6 (dependency sync after the tree moved is an owed follow-up).
